Bill Allen is the former Director of VECO Corporation, which provides oilfield services in Alaska. Wayne Veltri founded VECO oil pipeline construction and maintenance company in Alaska (VECO stands for Veltri Co). He also built a for-profit prison in Barbados.
VECO was also a global player in the oil industry, with operations in many major oil markets, including Sudan, Russia, Mexico, Venezuela and Syria.

Disgraced Alaska oil services director Bill Allen died Wednesday in Colorado, according to a funeral home in Grand Junction. He was 85.
The exact reason of death is still a mystery.
In the mid-2000s, Allen and Veco, his oilfield services company, were involved in a political corruption scandal involving Alaska. After pleading guilty to bribery charges in 2007, Allen was the government’s key witness. Several state representatives who accepted cash from Allen and Veco were given prison terms.

The charges involved bribing Alaska legislators to vote for a VECO-approved oil tax bill that was the subject of heated debate during the regular and two special sessions of the Alaska Legislature in 2006 Bill Allen’s testimony, at the trial of his former boyfriend, Alaska Senator Ted Stevens, helped secure Stevens’ conviction in the US District Court on charges of criminal corruption.
Resignation of Bill Allen
The VECO Corporation announced on May 11, 2007 the resignation of CEO Bill Allen and Vice President for Community and Government Affairs Rick Smith. Tammy Kerrigan, Allen’s daughter, took over as chairman of the board after him. No new CEO was elected. The future of the Vice President for Community & Government Affairs role was unclear.
VECO Corporation was sold to Colorado-based CH2M HILL Corporation in September 2007. It is believed that VECO was forced to sell for much less than market value because of the shadow of the political investigation over its head.
Although not legally required to do so, Allen negotiated that 5% of the proceeds from the sale of VECO would be given to the employees for the years of service they had given the company. Tens of millions of assets, including the Norcon division’s dockyard in Anchorage and other properties in Alaska and abroad, were kept by the family.
