Northern Ireland minister Brandon Lewis is the fourth minister to resign.
He warned the prime minister that he had passed ‘the point of no return’ and called on him to leave Downing Street.
The prime minister is bracing for more senior figures to leave today as his government’s slow-motion collapse enters a third day.
He was joined by Helen Whately, who resigned this morning as junior secretary of the treasury.
Mr Lewis said: ‘A decent and responsible government relies on honesty, integrity and mutual respect – it is a matter of deep personal regret that I have to leave the government because I no longer believe those values are upheld.’
Last night it was reported that he had personally urged Mr Johnson to quit privately, but reports of his dismissal were denied by his team.
He joins Health Minister Sajid Javid, Chancellor Rishi Sunak and Wales Minister Simon Hart in leaving cabinet.
