Joe Biden Blocks Boris Johnson’s Response to Global Food Crisis

Downing Street denied there was a “freezer” in relations between Mr Johnson and Mr Biden over the issue after the prime minister failed to appear at a previously agreed meeting on global infrastructure chaired by the US president on Sunday.

A spokesman said Johnson and Macron had already discussed the plan with Biden earlier in the day and that their presence was not necessary.

The biofuels dispute precedes a difficult election cycle for Democrats, with high fuel prices and economic uncertainty that will cost Mr Biden control of Congress in November.

It is believed that maintaining support for bio-crops and the farms that grow them could help the party maintain support in rural America.

The US is the world’s largest producer of ethanol for use as a transportation fuel, and one of the largest producers of biodiesel. In April, Biden announced a plan to expand ethanol use in the summer, as “biofuels now have a role to play”.

However, he is also reported to have privately expressed concerns about the policy, fearing that biofuels have limited ability to lower oil prices and undermine his government’s climate policies.

Johnson has tried to portray the UK as Ukraine’s closest ally and will also present plans to help remove 25 million tons of grain from blocked Ukrainian silos before it rots within a month.

The plans include a £10 million fund to repair war-stricken Ukrainian railways and a new “testing process” to identify Russia’s selling grain stolen from Ukraine.
