Jim Harland, Chief Executive Officer of the Waimakariri District Council, has resigned for health reasons.

Mr. Harland has been in that position for 15 months, and his decision to resign follows his long and outstanding career in the public sector.

Previously, after serving as Chief Executive Officer of the Dunedin City Council for 11 years, he was transferred to the Wakako Tahi / New Zealand Transport Authority as Director of Relations before assuming the position of the Waimakariri Council.

Mayor of Waimakariri, Dan Gordon, said when Harland attended the council, he led the organization one after another through the Covid-19 pandemic and Omicron variants.

“All council services were available, despite rapidly changing government directives and serious staff illness.”

Harland also annually includes the introduction of a new approach to prioritize capital spending programs, focusing on four well-being (economic, social, cultural and environmental) and available staff / contract resources. He led the improvement of the planning process.

This system can be extended to all council activities.

Gordon worked closely with himself, the councilor, utility and road general manager Gerald Cleary, and Harland played an important role in advising the council on the government’s Three Waters reform. Said that.

“He was also a valuable adviser to the Community 4 Local Democracy (C4LD) Group of the Council, which was established to respond to the Central Government’s Three Waters Reform Program.”

Harland recently completed a reorganization of four happiness-based business management teams.

“This is to enable this team to respond to possible changes in the local government’s environment as a result of government reforms.

“The organization is in good shape, reflected in the twice-yearly staff survey, and the AA / A-1 + Standard and Poor’s sovereign ratings are expected to be stable,” Gordon said.

Mr. Harland will leave the council on Friday, July 8.

Jeff Millward, General Manager of Finance and Business Support, will provisionally act as Deputy Chief Executive Officer.
