O'Sullivan was part of the search committee that selected Henry Shefflin for the senior Galway role three years ago, a role for which Lynskey, a three-time All-Ireland-winning Galway underage boss, also applied.
Speaking to The Maroon and White podcast, Lynskey did not hesitate to say that officials in Galway do not have the right people making decisions about hurling in the county.
“If we're playing politics with this position and it's about social media clicks, we're in trouble. It can't be about that,” Lynskey said.
“If we really care, we will put the right people in charge who will steady the ship and develop those young guys.
'I did the last interview and Eddie O'Sullivan was in it. You were there with district police officers. That was my third interview with them. At the end of the day, they will decide who they want.
“I would shake it up by bringing a better caliber person into the interview process and make sure it guides them as well.
“It's nothing against Eddie, but Eddie has no idea about hurling. No idea. He doesn't understand the mechanics of hurling in Galway.
“I would look for someone who understands us as a county, club hurling, and what it means to wear a Galway jersey.”
Officials in Galway have also drawn the ire of Lynskey, also a former U-20 captain, for losing some of the best managers and coaches in the county to their rivals.
Referring to their recent defeat to Dublin, led by former Galway boss Micheál Donoghue with former Tribe coaches Francis Forde and Noel Larkin assisting him, Lynskey pulled off some punches.
“The irony is that they (Dublin) have had an advantage over us because you've had two managements at the helm in Galway for the last six years, let's call it that,” Lynskey said.
“And these are guys who should be working inside their own province, not outside. That's the disappointing thing for me because all those guys are top coaches who were with Mattie (Kenny), who are with Micheál.
“And they're working out of county for someone else, and I honestly have a problem with that, and it's not the guys' fault either.”
