The vehicle overturned on Tuesday afternoon (June 28) and blocked the highway at J8 A217 Reigate.
Images from traffic cameras show emergency services attending the scene around noon.
Firefighters blocked all four lanes of the highway, halting traffic as heavy queues built up.
The incident had already lined up halfway back to J9 Leatherhead.
BBC Radio London Travel tweeted: “The anti-clockwise # M25 was blocked at J8 A217 Reigate as a truck overturned and was already queuing halfway back to J9 Leatherhead”.
