Senate President Ahmad Lawan has condemned the terrorist attack on Kuje Medium Security Custodial Center.
Lawan, who said the attack speaks volumes about the failure of the country’s security architecture as he led a Senate leadership delegation to assess the level of attack on the correctional facility on Thursday, July 7, stating that the attack on the Kuje Medium Security Custodial Center was possible with the cooperation of insiders within the country’s correctional system.
He also revealed that he was disappointed that there were no closed-circuit television (CCTV) cameras at Kuje’s medium-security shelter in Abuja.
Lawan asked the NCS’s Comptroller General to include a request for CCTV provision in maximum and medium correctional centers across the country in his 2023 budget proposal to the National Assembly for approval.
“The attack on this correctional facility is symptomatic of a security failure. The attack is just a culmination of the failure.
“We were told that an estimated 300 terrorists attacked this facility. They came on foot and I think they should have been discovered.
“First of all, 300 people don’t come for an operation like this without planning. The planning must have lasted a week, a month or a little longer. I think our security forces should have pulled this out of their tracking systems in the FCT.
“Second, after visiting the facility ourselves, we are disappointed that this facility does not have closed circuit cameras (CCTV), something that would record and give you details of what is happening and sometimes records the events.
“This is a medium-sized prison, how on earth can we not have CCTV in an FCT facility of this size? It means we can say that all other medium sized security centers across the country don’t have CCTV.
“We have asked the Comptroller General of the correctional center to ensure that the request for CCTV at the maximum and medium-sized detention centers of the country is included in their budget for 2023, as it is essential and indispensable.
“Because this facility has no functional CCTV, there is no record of what happened other than stories. But if we had CCTV, at least the data would have been there and made the analysis, and the arrest will be based on the CCTV information.
“Third, going from one cell to another to release people, especially those known to be insurgents, tells a lot of stories.
“It may not be far from an insider job, someone who works here or must have worked here.
“I think we need to look more deeply into what happened so that we can find the perpetrators, because when things like this happen, there should be sanctions.
“If people are not doing their job properly, and they have been given that responsibility, they should be asked to take responsibility.
“If people don’t take responsibility for their failure, it means no one bothers to do what is expected of their office or the job the person has been given.
“Having such a situation today in the FCT, that we have criminals who are now free all over the city, is very dangerous and you can never have peace of mind.
“The FCT has the seat of government, and today that seat is not safe. So we have to do everything we can to get everyone back.”
