According to the Metro, the West Londoners’ surge in interest prompted Spurs to increase their bid.
The Lilywhites offered Everton £ 50 million plus £ 10 million in additions, with Blues owner Todd Boehly unwilling to match.
Earlier this week, Chelsea thought they had beaten Arsenal with the signing of the Leeds as Raphinha.
However, Richarlison’s teammate from Brazil is still holding out for a move to the cashless Barcelona.
Chelsea will now focus their full attention on Manchester City’s bait Raheem Sterling.
The English star has one year left on his contract at the Etihad, with Blues chiefs believing he is achievable this summer.
As for Spurs, Richarlison is their fourth summer signing after the previous arrival of Ivan Perisic, Fraser Forster and Yves Bissouma.

Their spending is not going to end there, with Barcelona defender Clement Lenglet and Middlesbrough’s wing Djed Spence following on their radar.
A loan deal for Lenglet is reportedly close, while Spurs is approaching a deal worth around £ 15 million plus additions for Spence.
Richarlison may soon face Chelsea in his Spurs career at Stamford Bridge.
